Yes Top Gear do use Fleet Services as a meeting or staging point. Didn't gthey film part of the ridiculously tall caravan sequence there? Actually, quite a lot of film companies use it as a place for crew and equipment to meet up before they go on their journey to wherever it is they are filming.
